why there are 2 bounties?
make 1 and who ever kill the wanted will get ryo as much as the bounty is.

You have your bounty, which is the bounty on your head, and Bounty that can be collected, which is what you suggested, it's the amount you can turn in for money that you got from killing someone for there bounty.

what i meant is that the bounty itself will be the bounty that can be collected

Example i kill someone who has 2 mill bounty on there head.
then i can collect 2million of the bounty npc.

the other Bounty is the bounty on my head.

for it to be like in the anime...

example: you killed someone with 1M bounty, you going to the bounty place and will retrieve the bounty that you killed.

insted of bounty that can be collected...

and regular bounty that have no special place in the game...

You can do that already... like we already said, and your normal bounty is the bounty on you, so people can collect from you as well. -__-
