Winds "Mark of Death" is bugged, i can use it and i get the jutsu but it doesent target anybody.

there must be nothing inbetween, it's not a piercing jutsu.
anything with a higher layer/density/priority will block it.

i.e a wind attack per example?
or yuki needles maybe
