idk exactly what causes it but it seems that while slowed down chidori doesnt increase ur speed at all instead u just walk with it at slow speed happened to me a few times while fighting sand users

I think the fact that it didn't do that was a bug. Why would activating some blue crap in your hand make you break through slows/binds? That's not a bug, it's a fix.

i dont remember chidori ever making sasuke run faster o.O or pull him forward or anything.. he just ran at top speed.. so it makes sense wen ur slow or binded u stay that way
