Permanent Walking

When you are hit with a wind slow, I'm pretty sure it's mainly GSW; as well as when you are slowed by the sandstorm in sand, you can no longer run even when the slow is over; unless you use substitution jutsu or relog. This is something I noticed awhile ago but didn't care much about until I realized I couldn't use dance of the camelia with it.
