I think you should be able to body flicker while slowed. The CD on it is decent so it wouldn't be spammed, and would be very useful when fighting slow-heavy clans ie Yuki, Sand
Also Lightning Flash doesn't work in Sound/Sand please fix that
Edit; can't activate Sharingan when slowed either, should be able to use ALL jutsu while slowed

You can use Jutsu while slowed, but you can't cast jutsu and move at the same time while slowed, which gives the apparent effect of the jutsu not working. You have to stop moving to use jutsu. I think this is stupid.
I agree wholeheartedly with the Body Flicker suggestion, since it allows for a timely escape from more dangerous techniques even when one is slowed.
