Hyuuga Disable Count Empty

At 3/3 Disable it says:

"Each time you melee or Lion Palms you stack 2 stacks of disable on the enemy. Once the enemy hits 10 stacks of disable, the counter resets and the enemy gets debuffed."

I've tested this and noticed that it usually takes like 7 hits for it to actually go off. Is this a bug or was it changed or something?
