What it does now. Since the current passive guide is out of date with it's stats.
+50% Accuracy, +40% Dodge, -4.5 Handseal Time, -25% CD Reduction (Both Ninjutsu and Taijutsu), +10% Training Speed, +15% Damage and Defense. 30 - Int Chakra drain per second.
It also increases melee speed, but not sure how much since it doesn't add anything to attack speed stat.

What would happen if they changed the RB, is it would simply change the RB they have to whatever it would be now, or not have anything if it was simply taken out.
But when the RB passives change / new system is in I'm sure there would be a wipe anyways... so.
