Had 120% melee/jutsu damage before taking it, 125% with 2nd tomoe on.

Same 120/125% after it. HP boost seems to work okay.

Chain ninjutsu doesn't seem to work either, my nin CD in my stat page didn't change at all after taking five ranks of it.
