This is a bug I've noticed for a while. Sand Users can activate Sand Suspension and run around at the same time. The sand cloud will continue to rise and at the same time lift the user into the air while he is running around. Once the Sand Cloud is fully activated it will spawn under the person who used it. Shouldn't the sand suspension cancel if the person moves before it fully activates? Sand users use this bug to run away before they die.
