I'm surprised because it's been in for so long, but unfortunately it doesn't even work. I remember Zanos posting something about this earlier, so I figured that Berlin had fixed it. I took 5 minutes of my time to calculate the damage of a normal scalpels punch and got 51, I punched someone and that's exactly what I got. If it actually worked I should of had some kind of damage increase. Idk if it bugged when it was changed from 24 to 12 dmg, but please fix it Berlin.

Quite a few 2nd Tier passives do not work, I know Iron does not which is quite upsetting

The difference is I believe that this passive actually worked at some point, but now it just doesn't work, unlike the Medic or Iron ones which were never coded in in the first place.
