I agree with adding a C/D to it. Doesnt matter the conditions needed to hit he ennemy with, its STILL a jutsu. I dont see why uchihas shouldnt have a C/D for it cuz its 'hard' to it with. Also if Emp is the only uchiha complaining about it, maybe it is because he fought against other uchihas AND tested it himself since he has (idk if you get it, never been uchiha) the jutsu.
Im just saying, if you post here to defend them from having a C/D for it ONLY cuz you play/you're favorite clan is uchiha, then plz gtfo. Anyways, it still needs a C/D, and amat does need a nerf, and probably inderno too.
